Dr. Jose, a military doctor from Maguindanao, is awakened in his clinic by a wounded man named Ka David who has been shot and needs medical attention. As Ka David recovers, he reveals that he is a leftist militant on a mission to abduct the corrupt mayor of their town for crimes such as corruption and abuse of power. The mayor is protected by illegal drugs, gambling dens, and goons, but Dr. Jose is torn between his loyalty to the military and his commitment to upholding human rights and the Constitution, which would prohibit Ka David's plan to abduct and execute the mayor.
